ОБ ЭТОМ ЭПИЗОДЕ
What changed: Trump declared that Russia and Ukraine had agreed to an energy ceasefire "effective immediately." He gave no terms. Moscow has neither confirmed nor commented.
- Kyiv's response: Zelensky said the news was new to him. He said Ukraine would stop hitting Russian energy targets if Russia reciprocated.
- Disputed scope: US reporting suggests the deal mainly covers oil refineries, with power plants possibly to follow. Kyiv wants power plants included from the start.
- Unverified violations: Zelensky says Russian drones hit a Kyiv power plant and energy facilities in Kharkiv region after the announcement, causing outages. This is not independently confirmed.
- European position: The UK, France, Canada and the EU back a sustained energy ceasefire.
Why it matters: The structure is lopsided. Ukraine's refinery strikes are its main lever against Russian revenue, and they are exactly what threatens the diesel flows Washington just licensed. A refinery-only truce largely protects Russian export capacity. Ukraine's power grid, Russia's main target heading into winter, stays exposed. The "ceasefire" functions as an add-on to the diesel deal, not a separate peace step.
The Trump–Zelensky Rupture Turns CoerciveWhat's new since the diesel deal: Rhetoric has escalated into reported leverage.
- Trump's demands: He told Ukraine to "damn well stop" hitting Russian refineries, accused Zelensky of wanting to "make problems for the world," and said it was "time for Ukraine to get a new president." A White House official describes him as "really angry."
- Reported US threats: European officials say Washington is threatening to suspend the weapons-procurement mechanism and possibly intelligence sharing unless Kyiv halts energy strikes. Pentagon officials are reportedly calling counterparts in Kyiv and European capitals.
- Ukrainian fears: Correspondents in Kyiv report anxiety about losing Patriot interceptors and Starlink terminals.
- Zelensky's counter: He offered elections, which are constitutionally suspended in wartime, conditional on a 60-day total ceasefire. This turns the legitimacy attack back onto Moscow's unwillingness to stop fighting. He also called Burnham, Macron, Stubb and Støre to shore up European support.
- Congressional pushback: Seven senators (four Republicans, three Democrats) say the diesel license "runs directly counter" to the law banning Russian energy imports. Sen. Thom Tillis warned it puts American lives at risk. This is the first sign of legal friction, not just political noise.
- Allied criticism: Canada's Carney, Estonia's PM, EU foreign policy chief Kaja Kallas and UK Defence Secretary Wes Streeting all object. Treasury Secretary Bessent replied that European criticism is "complete hypocrisy," arguing Europe has paid Russia more for energy than it has given Ukraine.
- Moscow's line: Peskov says Zelensky lacks the will for "difficult decisions," while Moscow keeps calling him illegitimate. Russian outlets are heavily amplifying calls for his removal, drawing on fringe French politicians, marginal Ukrainian figures and pro-Kremlin Western commentators. That chorus is selective, not representative.
- Diesel logistics: Peskov says the diesel will move through traders rather than state-to-state deals, which keeps it commercially deniable.
Why it matters: Major Western papers describe the relationship as at its lowest point since the 2025 Oval Office clash. Washington is now reportedly using military support as leverage to protect a commodity deal timed to the midterms. That is a different category of pressure from earlier peace-deal arm-twisting. Some analysts note that Asian allies are watching how conditional US security commitments have become.
Ukraine's Strained Position: Battlefield and Budget- Jet-powered Geran drones: A co-founder of Ukrainian drone maker General Cherry admits Russia's jet-powered Gerans caught Kyiv off guard. They fly at roughly 600 km/h at altitudes up to 9 km, and one reached Lviv for the first time. Neither Ukraine nor Europe can yet mass-produce the small jet engines needed for comparable interceptors. He estimates three to four months to scale up production. Combined with a possible Patriot squeeze, this is the most concrete threat to Ukraine's air defence this winter.
- Budget gap: The 2027 draft budget allocates $108.3B to defence, against a ministry request of about $175B. Even the lower figure exceeds domestic revenue by more than a third.
- Debt: Public debt stands at about $215.6B, up 5.6-fold in ten years.
- Winter warning: Former FM Kuleba warns big-city utilities (power, water, sewage) could collapse this winter.
- Casualties: At least 20 people, including four children, were killed in Russian strikes on Zaporizhzhia on Saturday. Six more died Sunday in two other Ukrainian cities. Russian-installed officials report one death each in Belgorod and occupied Donetsk.
- Unverified Russian claims: The Russian MoD says Konstantinovka is isolated. Russian sources also allege that Ukrainian forces strapped explosives to Russian POWs. Treat both as unverified.
What changed: King Khalid International Airport in Riyadh has been struck three times in four days.
- Thursday: Three killed.
- Main strike: 12–13 killed and more than 300 injured, the deadliest single attack on a Gulf state since the Israel–US–Iran war began in February. The dead include a US citizen, confirmed by Rubio. Reports differ on the day: some place it Saturday, others Oct 10. Terminals 3 and 4 and a parked Saudia jet were damaged. An Indian national later died of injuries, which may account for the varying tolls.
- Follow-up strike: Passenger Hall 4 caught fire. One Pakistani resident was killed and 11 injured. A cruise missile was reportedly intercepted nearby.
- Houthi claims: They say they also hit oil facilities and Dammam airport. They have declared every Saudi airport a target except those in Mecca and Medina. Their stated justifications are an alleged Saudi strike on Sanaa airport and a strike that killed a child. Neither is verified.
- Reactions: The Saudi-led coalition calls the strike a "war crime" and promises a response. Trump says the US will "move very quickly" on whether to strike the Houthis. The UK floated "potentially" more support for Riyadh. Iran offered to "facilitate dialogue," positioning itself as mediator over a proxy it backs.
Why it matters: The 2022 truce is dead (it collapsed in July), and the Houthis are reaching Saudi civilian infrastructure repeatedly. With Hormuz still disrupted, the Red Sea/Bab al-Mandeb route matters more than ever. A Saudi–Houthi war threatens the main alternative channel.
Hormuz: Two Incompatible Pictures- Iran's account: The IRGC Navy says any ship transiting with navigation or identification systems off will be treated as hostile. Security chief Mohsen Rezaei says the strait stays closed until the US accepts seven Iranian conditions.
- Reported incidents: Three or four tankers on routes not approved by Iran have reportedly hit mines and caught fire since Oct 10.
- US account: Rubio says shipping is back to pre-war levels.
- Assessment: Both claims can't be true. The balance of reporting suggests the strait has not fully reopened. Treat Washington's "normalization" claim with the same caution as Tehran's "closure" framing.
- Escalation risk: Putin reportedly passed Iran's settlement vision to Trump on Oct 10, making Moscow a broker in both theatres. Netanyahu convened a security meeting on Iran, Gaza and Lebanon. Tehran threatens an unrestricted response, possibly showcasing new weapons, if the US strikes.
New since last coverage:
- Pillay's prize: The ICC sanctions landed hours after Navi Pillay, an 85-year-old former ICC judge and former UN human rights chief, won the 2026 Nobel Peace Prize. She called sanctioning judges over their rulings "unheard of, unacceptable."
- Trump's reaction: He called the choice "disgraceful" and "an indelible stain" on Norway.
- Timing: A causal link between the prize and the sanctions is asserted by some but not established.
- What the sanctions don't demand: Lifting them is not conditioned on withdrawing the Netanyahu warrants. That leaves the "solution" Washington wants during the six-month grace period undefined.
- Allied response: Eight governments, including the UK, Germany, France, Japan and Canada, jointly "regret and strongly disagree."
- The real test: Whether those governments fill the court's funding gap before the grace period ends.
- Lithuania: Parliament approved lifting the constitutional ban on hosting nuclear weapons, which requires a constitutional amendment. Russian lawmakers threaten a response to any Baltic deployment. This is a significant NATO-flank signal amid doubts about US reliability.
- Hungary: PM Péter Magyar pledges to cut dependence on Russian energy, though not overnight. The target is dropping Russian gas by October 2027, matching the EU deadline. This marks a clear departure from Orbán-era policy.
- Belarus: FM Ryzhenkov signals interest in normalizing relations with Poland after a "substantive" meeting with Sikorski.
- Sudan–Egypt border: Jet strikes in Sudan's River Nile state killed at least 72 artisanal gold miners, a provisional toll. No one has claimed responsibility. Egypt has faced earlier accusations of similar strikes as part of an anti-smuggling crackdown. Neither Cairo nor Sudan's authorities have commented. War-driven gold flows are increasingly a cross-border security issue.
- Myanmar: About 100,000 people have been recruited under the junta's 2024 conscription law. Rights groups and defectors say quotas have spawned a trade in abducted recruits, including one alleged sale for about $900, while wealthier families buy substitutes. January missing-person notices rose from 4 in 2021 to 82 in 2025. Observers say the reinforcements have helped the junta regain ground. Key sources are anti-junta defectors, and the junta declined to comment.

TECH & INFRASTRUCTURE Ukraine Takes Out Yandex's Data Centres: Three Hits in a WeekWhat changed: A drone strike overnight Oct 11 fully suspended Yandex's Vladimir data centre and left about 5,000 residents without power. It follows hits on Sasovo in Ryazan region (Oct 8), which houses two Yandex supercomputers, and Kaluga (Oct 9), which Yandex calls Russia's largest data centre. Yandex reportedly has only four data centres, so three of them have been hit, leaving the Moscow-region site.
Damage:
- Yandex services: Search, Pay, Go, Eats, Kinopoisk, Alice smart-home features, its AI chatbot, and Market sorting centres. Market order processing resumed at 11:25 Moscow time.
- Third-party businesses: Magnit, M.Video, Lamoda, Dodo Pizza, Vkusno i Tochka, Delimobil, Citydrive, Cian, and Pulkovo Airport's website. Travel agencies warned of delays issuing vouchers and tickets.
- Earlier knock-on effects: The Ryazan-region strike disrupted Avito, T-Bank, Alfa-Bank, MTS, MegaFon and Russian Railways.
Yandex's response:
- Customer migration: Yandex Cloud told clients to "use alternative sites to restore resources." It struck migration deals with Selectel, K2Cloud and VK Cloud, which amounts to helping customers move to competitors.
- Payments: It says Yandex Pay funds are safe because records are replicated across independent sites, though some users still can't check balances or pay.
- Legal cover: On Oct 10 it added drone attacks to its force-majeure clause.
Why it matters: Kyiv frames these as strikes on war-revenue sources. In practice, the campaign exposes how concentrated Russia's digital economy is on one provider. Hitting a few buildings disrupted banking, retail, transport and AI services nationwide.
Escalation risk: Data centres have now joined refineries as strategic targets. Russia has hit Ukrainian data centres before, pushing some Ukrainian firms to move servers abroad. Expect retaliation in kind, and expect data centres to be raised in any "energy ceasefire" scope negotiations.
Caveat: Damage assessments come from company statements and are not independently confirmed.
Minor: "Anatomy" Skill for Claude CodeA newly released Claude Code skill, most likely a third-party add-on rather than an official Anthropic release, generates animated, interactive diagrams of how devices work, such as arcade machines, coffee makers and airfields. The AI invents plausible mechanisms, so treat the output as illustration, not engineering reference.

WHAT TO WATCH1. Moscow's response to the truce: Whether Russia confirms the "energy ceasefire" at all, and whether it covers power plants or only refineries.
2. US military leverage: Whether the threatened cutoff of the weapons-procurement mechanism or intelligence sharing actually happens. Any Patriot or Starlink disruption would be the real escalation.
3. Congressional challenge: Whether the bipartisan Senate objection turns into a formal challenge to the diesel license.
4. US action on the Houthis: Whether Trump strikes before the midterms, and whether the Houthis follow through on threats against other Saudi airports.
5. Hormuz verification: Independent shipping data to settle the gap between Rubio's "pre-war levels" and the reported mine strikes.
6. Yandex's last site: Whether the fourth data centre in the Moscow region is targeted, and whether Russia retaliates against Ukrainian or European digital infrastructure.
7. ICC funding: Whether European states commit money to the court before the six-month grace period expires.
