On 5 October, The Information reported that Microsoft cut the monthly AI spending cap for most people in its Cloud and AI division, from as much as $100,000 per person to about $10,000. Two days later, Microsoft's chief executive promised "unmetered intelligence to every desk and every home." Stephen argues these are the same move. The meter on AI did not disappear. It moved, and every company now needs to decide where it sits.
In this episode, Stephen Forte covers:
- The allowance, in two steps. In August, CNBC saw a memo telling Microsoft developers to default to an OpenAI model and to have "a quick chat with your manager" before a big, token-hungry idea. The October cap cut is reported by The Information, citing one person familiar, and is not confirmed by Microsoft.
- A default, not a ban. Microsoft told CNBC engineers can still pick other models, and it still sells Claude to customers. Disclosure: Stephen's company runs largely on Claude.
- The pitch. Microsoft's head of Windows wrote that "customers' needs are outpacing what their cloud budgets can support." The answer on offer: run more AI on the PC, with local Copilot features coming in the months ahead.
- Unmetered, with a hardware bill. The Surface Laptop Ultra starts at $2,599 and arrives 16 October; the 128 GB version is $5,899.99. The meter moves from the cloud invoice to the capital budget.
- The router is the real product. GitHub's coding assistant will decide when work stays local or goes to the cloud. OpenAI's Decisions API costs $0.10 per million input tokens, TypeSafe's Jev about four cents, and Amazon's open-source Strands Decider answers in tens of milliseconds.
- The wrong model costs real money. On LlamaIndex's own benchmark, turning 1,000 pages into text cost anywhere from $0.80 to $48.82, depending on the model. Same job, roughly sixty times the price.
- The honest catch. Microsoft's local coding model needs 53 GB of memory; the entry Surface has 24 GB. Per GeekWire, the cloud still handles the hardest tasks.
- Three moves for Monday. One number (AI spend per employee per month), one default (cheap by default, premium by exception, a named approver), one pilot before buying a fleet of AI laptops.
- The takeaway. Unmetered is a pricing word. Allowance is a management word. Watch the budget, not the keynote.
