ABOUT THIS EPISODE
The Municipal Professional Series - Episode 1 - produced by Future Cities Africa in collaboration with Ignite
Most municipalities believe they are professionalised. They have policies, systems, processes, performance management and training programmes. Some even receive clean audits. But when you look underneath all that activity, the foundations are often missing. In this opening episode of The Municipal Professional Series, Attie Butler - CEO of Ignite and 20+ years working inside South Africa's most complex municipalities - makes the case that professionalisation is not an HR initiative. It is a municipal transformation agenda.
WHAT WE COVER
What a failing municipality actually looks like It rarely looks completely dysfunctional. People are appointed, vacancies are advertised, training is delivered. But people are appointed without proper competency assessment. Job descriptions are generic. Organisational structures have grown historically, not strategically. Performance management is a compliance exercise. Consequence management is inconsistent.
Why professionalisation keeps being misunderstood as an HR initiative When professionalisation is treated as an HR or compliance function, it is already lost. You can have a compliant recruitment process and still appoint the wrong people. You can have a performance management system and still tolerate poor performance. You can spend millions on training that does not improve institutional capability. The fundamental question: how do we build an institution capable of delivering on its mandate consistently, regardless of who manages the municipality at any given time?
What professionalisation actually means in full It is about institutional capability - moving from municipalities that depend on particular individuals to institutions that depend on strong systems, competent people and effective processes. It begins before appointment and continues throughout a career: organisational design, competency-based recruitment, performance management, leadership development, ethics and accountability. Communities don't experience our policies. They experience our performance.
Where municipalities are - and where the real gaps are Appointments and regulatory compliance: not too bad - it is compliance-driven. Performance management and competency development: deeply uneven. Many have systems. Very few have a performance culture. Optimisation and ethics: the biggest opportunity and the biggest gap. Attie's warning on the senior manager pipeline: if he were Minister of Local Government, he would not sleep.
Why 2026 is genuinely different Regulation 890 is in force. The White Paper is in late draft. The 10 by 10 forum, launched 2 July 2026, moves from audit findings to coordinated intervention. The test is shifting: from "do you have a policy?" to "can you demonstrate that your municipality is capable, competent, ethical, accountable, and delivering services?"
The closing challenge for municipal managers If you had to prove today that your municipality is becoming more professionalised - not with policies, but with evidence - what would you put on the table? Attie walks through the questions every municipal manager should be asking themselves this week.
