WEBVTT
00:00:02.240 -->
00:00:05.759Community Matters, our candidate interviews continue.
00:00:05.759 -->
00:00:12.720We've uh spoken with a number of candidates for Battle Creek City Commission and more to be heard from.
00:00:12.720 -->
00:00:24.800And if you haven't heard them all, all you have to do is go to Battle Creek Podcast.com or go where you get podcasts and type Community Matters Calhoun County in the search bar and you'll find us.
00:00:24.800 -->
00:00:27.199Now, I would just put an asterisk on this.
00:00:27.199 -->
00:00:29.359Not everyone has responded.
00:00:29.359 -->
00:00:37.520We have invited all of the contested candidates to be with us, and some folks have decided they don't want to, and that's okay.
00:00:37.520 -->
00:00:44.159But for now, we're turning to Ward 3 and Patrick O'Donnell, the incumbent in Ward 3.
00:00:44.159 -->
00:00:45.840It's been two years, Patrick.
00:00:45.840 -->
00:00:47.200Did that go by fast?
00:00:47.520 -->
00:00:49.200Richard, it went by so fast.
00:00:49.200 -->
00:00:50.880It but you know what?
00:00:50.880 -->
00:01:01.679I love serving my community so much, and that's why it went by so fast because of the hard work that we put in at the city commission level to help our citizens in Battle Creek.
00:01:01.679 -->
00:01:08.879And I'd really like to do this some more to keep enhancing our neighborhoods, enhancing the safety, enhancing our parks.
00:01:08.879 -->
00:01:13.040Total all positive progress in our city.
00:01:13.040 -->
00:01:15.680And thank you for inviting me onto your show.
00:01:16.079 -->
00:01:16.640Well, thank you.
00:01:16.640 -->
00:01:22.319I have an old boss who would say, probably in response to what you just said, that's the spirit.
00:01:22.319 -->
00:01:26.239He always said that to us, whether it was the spirit or not.
00:01:26.239 -->
00:01:28.719But I think what you just said was.
00:01:28.719 -->
00:01:38.319What is it about Ward 3 that you've been working on or you're most proud of at this point after two years now looking back?
00:01:38.560 -->
00:01:39.840Well, there is something special.
00:01:39.840 -->
00:01:44.719A lot of people don't realize there is actual great fiber optic network in Ward 3.
00:01:44.719 -->
00:01:53.439And it started in Ward 3, and it took me behind the scenes three years to convince Metronet now T Mobile to build in Battle Creek.
00:01:53.439 -->
00:01:55.280And they called me one day and said, We're gonna do it.
00:01:55.280 -->
00:01:56.959It was last July.
00:01:56.959 -->
00:01:59.760They started building and they built in Ward 3 first.
00:01:59.760 -->
00:02:03.040They didn't do that because of me talking to them, it was just the way the plans were.
00:02:03.040 -->
00:02:12.800But we allowed that to happen with working with the city and making sure that they had permits and everything that they needed to do their construction properly and take care of the residents.
00:02:12.800 -->
00:02:16.960I know some of them had problems with their front yards, but they were everything was taken care of.
00:02:16.960 -->
00:02:20.159Then they offered more internet and the prices went down.
00:02:20.159 -->
00:02:29.199Myself, I was paying $150 a month to have half a gig, and now people get up to two gigs for a lot less cheaper than that.
00:02:29.199 -->
00:02:32.159And that's one of the things that we work on behind the scenes.
00:02:32.159 -->
00:02:35.759I do for my my people at Battle Creek, you can enjoy it.
00:02:35.759 -->
00:02:37.439So I that's a surprise.
00:02:37.439 -->
00:02:40.639I don't people realize what some of us commissioners do.
00:02:40.639 -->
00:02:46.400We talk to other businesses and try to bring them on board to allow these things to make our community great.
00:02:46.400 -->
00:02:49.840We're a gigabit community now and at reasonable prices.
00:02:49.840 -->
00:02:55.599Because if you saw, even if you're still with ATT or the other ones, their prices came down to match us.
00:02:56.080 -->
00:02:59.360So yeah, yeah, that's the way it's supposed to work, isn't it?
00:02:59.360 -->
00:03:02.240Yeah, competition is supposed to do that, isn't it?
00:03:02.240 -->
00:03:04.240So, what was the holdup?
00:03:04.240 -->
00:03:08.400Why was it difficult to get this faster internet?
00:03:08.960 -->
00:03:18.000It's just that the company before this company that had it before, they were out of Evansville, they worked in a very small community, and so they were very budget-oriented.
00:03:18.000 -->
00:03:27.599And then they realized that as they expanded their internet network that people wanted it because of the the high speed, and we could deliver it at lower rate.
00:03:27.599 -->
00:03:45.680But now you got T Mobile, they've sponsored and they bought into this, and they want internet to people's homes so people can have internet for their whole house, so you can stream and watch television, help with your kids' education, talk to people in Australia on the online if you want, and not be buffered.
00:03:45.680 -->
00:03:50.719So that it's a whole community spirit that T Mobile even offers.
00:03:50.719 -->
00:04:01.199I'm not doing an ad for T Mobile here, but I'm telling you, they stepped up and said Battle Creek needed it, and this sales and people came up and said we like it, and the people that are still getting installed, they're almost done with the build.
00:04:01.199 -->
00:04:11.439But can imagine they built they built a whole network in just over a year, feeding the citizens of Battle Creek the internet speeds that they've been looking for and more to come.
00:04:11.759 -->
00:04:16.639Yeah, so that's what I was getting at, I suppose, is uh run a new line, right?
00:04:16.639 -->
00:04:19.519Run a new fiber all across the community.
00:04:19.519 -->
00:04:23.439This is no small project, and I presume it's expensive.
00:04:23.439 -->
00:04:27.199So this could be what held back this progress in the past.
00:04:27.439 -->
00:04:28.639Yes, it's interesting.
00:04:28.639 -->
00:04:29.360I talked with them.
00:04:29.360 -->
00:04:30.160How do you pick people?
00:04:30.160 -->
00:04:31.279It's it's the funniest thing.
00:04:31.279 -->
00:04:34.240One of the things is they count how many pools are in a neighborhood.
00:04:34.240 -->
00:04:42.480And if people have pools, they said they need internet, and so there's other things that research has put into it, but the the pool thing just was hilarious.
00:04:42.480 -->
00:04:44.319It's like you really count pools, yeah.
00:04:44.319 -->
00:04:48.160Plus, how many students are living here, what kind of needs that we got?
00:04:48.160 -->
00:04:59.839We got big businesses that are here, and they need that high speed, and they've they've come to realize that Battle Creek's not just considered a small town, it's a metropolis, and it's on the grow.
00:04:59.839 -->
00:05:01.360That's why I want to be a part of this.
00:05:01.360 -->
00:05:06.079We are working hard to make Battle Creek be on the map for industry.
00:05:06.079 -->
00:05:12.800We've got we've got great manufacturing out at the fort, we've got great downtown restaurants that people visit.
00:05:12.800 -->
00:05:20.959What we're ready is going to have some more expansion going on in this town, and I would really want to help support our community in creating this.
00:05:20.959 -->
00:05:22.720And it's just starting with the internet.
00:05:22.959 -->
00:05:26.319We have plenty to talk about, but I'm intrigued by the pool thing.
00:05:26.319 -->
00:05:32.720Uh, people sit by the pool and stream TikTok, or and so there's more demand for internet.
00:05:32.720 -->
00:05:34.000What's the logic there?
00:05:34.399 -->
00:05:35.199That's what they said to me.
00:05:35.199 -->
00:05:37.600They just said that they they look and they count areas.
00:05:37.600 -->
00:05:43.040Oh, they also check to see if there's other business in here that's serving internet, and that was one of the other held ups.
00:05:43.040 -->
00:05:46.240And I kept telling them, trust us, we will buy here in Battle Creek.
00:05:46.240 -->
00:05:50.639They were like, Well, ATT is already there, Comcast is already there, you got big companies there.
00:05:50.639 -->
00:05:53.040They just weren't delivering the service, and I told them that.
00:05:53.040 -->
00:05:54.800I said, You you'll understand.
00:05:54.800 -->
00:05:58.720And when they finally started building, they told me that the buy rate was at 80%.
00:05:58.720 -->
00:06:03.360We were selling out, they were like, We're we're selling out so fast, Patrick.
00:06:03.360 -->
00:06:04.000You were right.
00:06:04.000 -->
00:06:16.319You we we do need to be in the Battle Creek community, but they even brought an ice cream truck to help with their community out at the cereal festival to tell tell them thank you for bringing T Fiber into Battle Creek.
00:06:16.319 -->
00:06:23.199They're always they've sponsored many local events around here, unlike other other companies.
00:06:23.199 -->
00:06:25.040They're here to be in the community.
00:06:25.040 -->
00:06:30.480I'm proud that they decided to pick Battle Creek to be one of their communities, to be a gigabit community.
00:06:30.800 -->
00:06:33.839Well, ice cream does it for a lot of us, so there you go.
00:06:33.839 -->
00:06:36.399Let's talk about other things.
00:06:36.399 -->
00:06:50.800I remember two years ago when we spoke, you talked about wanting to be the commissioner that folks in Ward 3 and maybe outside of it called and said, you know, I need help with this or that.
00:06:50.800 -->
00:06:52.319Has that happened?
00:06:52.639 -->
00:06:54.319Oh, it happens all the time, Richard.
00:06:54.319 -->
00:07:00.319It's amazing that the calls and different things that I get, and I and some of it I keep it private between the resident and myself.
00:07:00.319 -->
00:07:03.680I don't go out and toot my horn and say, look what I did for these people.
00:07:03.680 -->
00:07:14.399But one of the more interesting ones was a uh person called and said that there's a noisy fan, and it was a remediation fan for radon gas.
00:07:14.399 -->
00:07:16.079And hey, stop for a second here.
00:07:16.079 -->
00:07:18.079Everyone should get their home tested for radon.
00:07:18.079 -->
00:07:18.800I'm serious.
00:07:18.800 -->
00:07:20.800Yeah, it is really bad in the area.
00:07:20.800 -->
00:07:22.959Public health service announcement right there.
00:07:22.959 -->
00:07:26.480But, anyways, fans have been squeaking, noisy.
00:07:26.480 -->
00:07:28.079I went out to the person's home.
00:07:28.079 -->
00:07:30.560They called, I said, I want to see this, I want to hear it.
00:07:30.560 -->
00:07:34.079They said they've been working on it for two years, trying to get this, they could hear it.
00:07:34.079 -->
00:07:35.680It's a high-pitched sound.
00:07:35.680 -->
00:07:39.040And within three days, I called the city manager.
00:07:39.040 -->
00:07:40.959Within three days, it got taken care of.
00:07:40.959 -->
00:07:46.560There's funds that we can find people to help them with these types of things if they're having troubles with their homes.
00:07:46.560 -->
00:07:53.439I try to get them into programs if they qualify for it to get houses painted, yards picked up.
00:07:53.439 -->
00:07:55.759There's so many other things that people do.
00:07:55.759 -->
00:07:59.519And I am, I'm your customer service commissioner for real.
00:07:59.519 -->
00:08:00.160You can call me.
00:08:00.160 -->
00:08:01.759I've had people from other wards call me.
00:08:01.759 -->
00:08:05.759We've had sewer problems, and we we go, they go, why did it do this?
00:08:05.759 -->
00:08:07.920And I'm like, I don't know, I'll get with somebody.
00:08:07.920 -->
00:08:22.319And they're they're getting the service that they need finally, right to them getting their problems answered within two to three days, which I think is pretty quick for government to get back and get you an answer and get you on a progression to get repaired, kind of thing.
00:08:22.319 -->
00:08:24.319So, yes, Richard, thanks for mentioning that.
00:08:24.319 -->
00:08:26.079I don't toot my own horn about that.
00:08:26.079 -->
00:08:30.480I just want people to have the government that they expect and deserve.
00:08:30.720 -->
00:08:32.159So, what's the priority now?
00:08:32.159 -->
00:08:41.440When you think about picking up where you are currently and continuing for another two or I guess maybe four years, is the question now, right?
00:08:41.440 -->
00:08:43.279What's number one on the list?
00:08:43.519 -->
00:08:45.360Well, we brought up the four-year thing for a second.
00:08:45.360 -->
00:08:47.840I just want people to understand where the four-year came.
00:08:47.840 -->
00:08:55.200We were the only city in Michigan, besides one other small city that had commission terms and two-year terms.
00:08:55.200 -->
00:08:59.840All the other cities in Michigan, every city, even townships, are at four-year.
00:08:59.840 -->
00:09:00.639And why is that?
00:09:00.639 -->
00:09:03.600Because sometimes you get an agenda started and you may get voted out.
00:09:03.600 -->
00:09:04.399Things change.
00:09:04.399 -->
00:09:10.399So we need a little bit more time to see these new progress and policies work out for the community.
00:09:10.399 -->
00:09:14.159So we asked the community if they wanted to do it, wasn't just the commissions.
00:09:14.159 -->
00:09:17.279We just asked, Do you want to be a four-year community?
00:09:17.279 -->
00:09:18.399And they said yes.
00:09:18.399 -->
00:09:22.879So with the next four years, I'm looking at population growth.
00:09:22.879 -->
00:09:25.039Even the mayor was talking about this.
00:09:25.039 -->
00:09:28.720We're at just around 50,000 residents in Battle Creek.
00:09:28.720 -->
00:09:34.480We'd like to up this in the next four years, five years, uh, 10%.
00:09:34.480 -->
00:09:36.879Not not a huge goal, but 10%.
00:09:36.879 -->
00:09:39.440That's 5,000 people at 10%.
00:09:39.440 -->
00:09:43.600That's a thousand people coming to Battle Creek a year.
00:09:43.600 -->
00:09:45.440We're gonna need to put them places.
00:09:45.440 -->
00:09:50.240We're working on a housing uh plan, which I just did on the planning commission.
00:09:50.240 -->
00:09:58.080Got approved that we're gonna take the city commission to help understand and help change the way that we do housing in Battle Creek.
00:09:58.080 -->
00:10:03.279It's gonna be some people, if you got room in your house, rent the space out.
00:10:03.279 -->
00:10:09.360Or it's gonna be the big build, like we got downtown with what they call the uh blue light where the former Kmart is.
00:10:09.360 -->
00:10:10.159We're gonna need that.
00:10:10.159 -->
00:10:13.039We're gonna need we got grocery stores going downtown.
00:10:13.039 -->
00:10:15.279We got with uh uproot.
00:10:15.279 -->
00:10:16.799I I helped with them a lot.
00:10:16.799 -->
00:10:26.799I I we had to pass a few ordinances to get their thing going, and they've been up for about a year serving the community downtown with the food needs that are that weren't down there at one time.
00:10:26.799 -->
00:10:30.000And I bought into it, I got a membership because I I believed in that.
00:10:30.000 -->
00:10:31.759It's looking good down there.
00:10:32.000 -->
00:10:34.799I've been asking uh candidates about three things.
00:10:34.799 -->
00:10:40.960First one is data centers, impressions, do something about it, leave it alone.
00:10:40.960 -->
00:10:41.600What do you think?
00:10:41.840 -->
00:10:46.960Actually, I've been talking to some of the legislatures here in Michigan, and they're talking about data centers.
00:10:46.960 -->
00:10:51.200There's a lot of misinformation about data centers that are going out there.
00:10:51.200 -->
00:10:53.919Some of these are big, some of these are little.
00:10:53.919 -->
00:11:01.120It just depends on the the size that we're looking at here, but they don't use up a lot of resources that people are talking about.
00:11:01.120 -->
00:11:06.080The solar panels use up a lot more resources than what we're using in these data centers.
00:11:06.080 -->
00:11:10.399And with so much information going out there right now, it's needed.
00:11:10.399 -->
00:11:14.960Like 15 years ago, nobody even knew anything about Netflix, how to watch things at home.
00:11:14.960 -->
00:11:28.960And now, with all of the streaming that we do and all the data that's being saved, not just spying on us, but just the convenient ones of watching your favorite TV show at any time or movie or going out or streaming to your family.
00:11:28.960 -->
00:11:32.879Those data centers are really needed to keep that data flowing going.
00:11:32.879 -->
00:11:34.799So it depends on the community.
00:11:34.799 -->
00:11:41.120And some of them are doing moratoriums now where they're allowing, you know, let's think about it and how we're gonna do in planning.
00:11:41.120 -->
00:11:45.039But some of the Michigan legislatures like, I don't know why you'd need a moratorium.
00:11:45.039 -->
00:11:46.000You've already got the planning there.
00:11:46.000 -->
00:11:50.720The planning commission's here to help make sure that it fits harmoniously in the community.
00:11:50.720 -->
00:11:58.639Recently we had uh no vote on a planning issue that was going to be down there at uh Riverside Golf Club because it was not harmonious with the community.
00:11:58.639 -->
00:12:04.240So my thoughts are is if it fits and it falls within all the rules, we do need them.
00:12:04.480 -->
00:12:06.159All right, flock cameras.
00:12:06.159 -->
00:12:08.960Keep them good thing, not a good thing.
00:12:08.960 -->
00:12:09.600What do you think?
00:12:09.840 -->
00:12:11.360Well, again, I'm with the community.
00:12:11.360 -->
00:12:17.279If if we want to get rid of flock cameras and there's a big community support for this, we can get rid of them.
00:12:17.279 -->
00:12:19.279Some people, they like them.
00:12:19.279 -->
00:12:24.480Not we're not not that they're getting spied on, but all the positives that have come out of it all over the state of Michigan.
00:12:24.480 -->
00:12:30.000A gentleman was with dementia recently, was driving around the state of Michigan and didn't know where he was at.
00:12:30.000 -->
00:12:34.720And if it wasn't for a flock camera, they finally found him in his car, he got lost.
00:12:34.720 -->
00:12:42.559There's been other things with shootings, and they found the uh the criminals getting away using the technology that we have out there.
00:12:42.559 -->
00:12:44.720But it's not my call.
00:12:44.720 -->
00:12:51.440I serve the citizens, and if they all said we tried it and we didn't like it, I'll get rid of it with them.
00:12:51.440 -->
00:12:52.879But that's where I was standing on that.
00:12:52.879 -->
00:12:55.759How do how does it a community-to-community basis?
00:12:55.759 -->
00:12:58.639The people in Detroit, they love them.
00:12:58.639 -->
00:13:03.039I've been to Detroit, and I don't know if you have you ever seen those little blue lights out on Detroit.
00:13:03.039 -->
00:13:10.240Yeah, they just added some more people that are on the network camera that are trying to help keep crime down, besides the flock cameras.
00:13:10.240 -->
00:13:15.519So if that's what a community needs to help keep the crime down, it's a great, it's a great tool.
00:13:15.519 -->
00:13:17.679But we do not want to invade people's privacy.
00:13:17.679 -->
00:13:20.480But here's one thing that a lot of people don't understand about flock cameras.
00:13:20.480 -->
00:13:28.720Flock understands that there's a privacy issue, and over the last month, they've actually changed their software.
00:13:28.720 -->
00:13:42.960If you've asked for it, to only save the data for five days and get rid of it, and make sure that there is a search warrant looking it up, not just uh, and we know that there's people that are abusing this, they're looking up and stalking people.
00:13:42.960 -->
00:13:44.799That needs to stop straight up.
00:13:44.799 -->
00:13:50.159If we find you breaking the law with our with this technology, you're gonna get prosecuted.
00:13:50.159 -->
00:13:51.440I want you to be prosecuted.
00:13:51.440 -->
00:13:57.440This is not what it was designed for, it was designed for the community for another tool to help keep safety.
00:13:57.759 -->
00:13:59.840All right, uh, community oversight board.
00:13:59.840 -->
00:14:08.799Uh, they had their first decision that was made as a result of that review of the situation involving the juvenile and the Battle Creek police.
00:14:08.799 -->
00:14:10.080Talk about that.
00:14:10.080 -->
00:14:13.840Good thing we have a new police chief we're gonna look for.
00:14:13.840 -->
00:14:15.519All of this is related.
00:14:15.519 -->
00:14:16.879Give us your thoughts.
00:14:17.200 -->
00:14:20.799My thoughts are community oversight board, we've brought it back again.
00:14:20.799 -->
00:14:22.399That's what the citizens were asking for.
00:14:22.399 -->
00:14:23.759They're like, can we do this?
00:14:23.759 -->
00:14:29.759And it took a lot of lifting from a lot of people to get this going, and it took a lot of time.
00:14:29.759 -->
00:14:32.559It wasn't something that was done in six months and thrown together.
00:14:32.559 -->
00:14:37.200A lot of thought was put into making sure that this was something that was represented to the community.
00:14:37.200 -->
00:14:46.559And you can see by the city commission, the way we we were acting and talking about it publicly, that we wanted to make sure that if this is what we need, we'll have it.
00:14:46.559 -->
00:14:49.600And sometimes it is needed because I'm not a policeman.
00:14:49.600 -->
00:14:54.559Recently I got to go to the fire station and actually learn what it was like to use a hose.
00:14:54.559 -->
00:14:59.360And thank you, fire stations, for letting me do that because I would never have known how heavy that thing was.
00:14:59.360 -->
00:15:00.960So it's things like that.
00:15:00.960 -->
00:15:13.279A lot of people don't know what proper police procedure is, and a lot of training, a lot of training went into those candidates and the people that are on that board to understand what they're what the decisions that they're trying to make.
00:15:13.279 -->
00:15:15.519So I'm fully supportive of that.
00:15:15.519 -->
00:15:18.240New police chief really have no comment on that.
00:15:18.240 -->
00:15:23.919We're currently right now in the looking stage, so we haven't seen all the candidates come in.
00:15:23.919 -->
00:15:26.240I don't want to say anything to spoil or not spoil.
00:15:26.240 -->
00:15:27.519I want people to apply.
00:15:27.519 -->
00:15:30.639If you think you want to be a good police chief for Battle Creek, please apply.
00:15:30.639 -->
00:15:44.480And I don't know if you're in Florida, if you're in Arizona, if you're anywhere, Montana, if you see this message and you want to be in Battle Creek, one of the best cities, I believe, in the whole United States, because I've lived here all my life.
00:15:44.480 -->
00:15:45.200Apply.
00:15:45.759 -->
00:15:46.320All right.
00:15:46.320 -->
00:15:47.519That's where we'll leave it.
00:15:47.519 -->
00:15:54.000Patrick O'Donnell is seeking another term as your Ward 3 Commissioner in Battle Creek.
00:15:54.000 -->
00:15:55.360Thanks for the opportunity.
00:15:55.600 -->
00:15:56.320Thank you, Richard.
00:15:56.320 -->
00:15:57.440Hey, look for me.
00:15:57.440 -->
00:15:58.080I'm around.
00:15:58.080 -->
00:16:00.559If you guys want to talk to me, anybody in Battle Creek want to talk to me.
00:16:00.559 -->
00:16:01.679I'm always wearing some fun shirts.
00:16:01.679 -->
00:16:02.960I got a fun shirt on today.
00:16:02.960 -->
00:16:05.200I love wearing Hawaiian fun shirts and fun hats.
00:16:05.200 -->
00:16:06.399Patting the hat.
00:16:06.399 -->
00:16:07.200But you know what?
00:16:07.200 -->
00:16:08.159It's Patrick.
00:16:08.159 -->
00:16:09.279It's positive.
00:16:09.279 -->
00:16:11.919Patrick, he wants to be your ward three commissioner.
00:16:11.919 -->
00:16:12.879Thank you, Richard.
00:16:13.039 -->
00:16:14.080All right, Patrick.
00:16:14.080 -->
00:16:14.960Take care.
