MENGENAI EPISOD INI
The Municipal Professional, Episode 2 Produced by Future Cities Africa in collaboration with Ignite.
Municipalities are frequently over-resourced in some places and under-resourced in others. Most leadership teams do not know which is which - until they look at the data. In episode two of The Municipal Professional Series, Attie Butler, CEO of Ignite Advisory Services, unpacks what municipal optimisation actually means, what the data consistently reveals, and what it takes to implement change through the political reality of local government.
WHAT WE COVER
What optimisation actually means
It is not a cost-cutting exercise. It is about ensuring that every rand, every position and every process contributes to the municipality's mandate and the service experience of the community. The test is not: did we spend less? The test is: can this municipality deliver better and remain financially sustainable?
What benchmarking data catches that a manual review misses
An organogram tells you what the municipality wants to happen. Benchmarking and operational data tells you what is actually happening. The gap between the two is where optimisation begins. Departments with four supervisors and two operational employees. Acting arrangements running for years. People who are extremely busy inside a poorly designed process. The question is not: is this employee busy? It is: is the work necessary, done in the right place, at the right level, and in the most efficient way?
Where the biggest inefficiencies sit
They rarely sit in one department. Four consistent patterns: the revenue to cash cycle - billing errors, faulty meters, weak credit control; the employee cost model - staff costs exceeding 50%, too many management layers, prolonged acting arrangements; infrastructure maintenance postponed to protect the short-term budget; and procurement failures from poor specifications to duplicated contracts.
What it takes to get optimisation through the political reality
Five requirements: visible, sustained sponsorship from both political and administrative leadership from day one; credible, transparent evidence that organised labour can interrogate; engagement before the process begins; non-negotiable outcomes defined upfront; and disciplined implementation with named decision-makers and milestones. Without structure, every difficult decision gets deferred and every exception becomes permanent.
The Drakenstein proof point
In 2018, Drakenstein faced major financial challenges and poor ratings. Today it is South Africa's best secondary city. Leadership accepted the problem, engaged with the data, moved capacity to where it was needed rather than cutting it, and held officials accountable for continuously improving - not just implementing and stopping. Approving a new organogram is not the outcome. The outcome is a municipality that costs less where it should, has capacity where it matters, and performs better for its residents.
