Case Files — Brandy Hall — Palm Bay, Florida, 2006. Brandy Hall, a 32-year-old Palm Bay firefighter and mother of two, was last seen on station video leaving the Malabar Fire Department at 10:45 PM on August 17, 2006 — the night before her husband Jeff was sentenced in a marijuana grow-house case. The charges against Brandy in that case had been dropped and she was cleared, though the arrest still cost her her Palm Bay job. The next day, her green Chevrolet pickup was found submerged in a Palm Bay pond, with what police called a substantial amount of her blood in the cab. Her body has never been found, and no one has ever been charged. That day, she had exchanged more than 80 texts with Capt. Randall Richmond, a family friend who admitted an affair with her; his call to her at 11:06 PM is the last record of anyone speaking with her. Richmond first told investigators he had not spoken with her for over a week, then corrected that statement and admitted the affair and the calls. Through their attorney, Randall Richmond and his wife state that neither of them has ever had any knowledge of Brandy Hall's whereabouts, or any involvement in her disappearance. Police have never named Richmond a person of interest. Jeff Hall took polygraphs and passed them, and the detective carrying the case says she saw no motive for him. Palm Bay police have long treated her disappearance as a homicide investigation (FLORIDA TODAY, 2023). Brandy was declared legally dead in August 2015; she remains listed in NamUs as case MP11115.
