When an officer runs a license plate without a legitimate law-enforcement purpose, is that merely an agency policy violation? Or could certain conduct potentially cross the line into a criminal offense? We break down **Florida Statute § 815.06**, Florida’s computer-crimes law. The statute addresses a person who willfully and knowingly accesses a computer, computer system, computer network, or electronic device **without authorization or in a manner that exceeds authorization**, while knowing the access is unauthorized or exceeds that authorization. A violation of § 815.06(2) is generally a **third-degree felony**, subject to the statute’s exceptions and enhanced penalties. We’ll also discuss FLOCK user agreements, agency policies and the responsibilities that come with having access to powerful investigative databases. But there’s another issue: consistency and accountability. If an agency considers unauthorized database access serious misconduct for one employee, how should similar allegations involving another employee be handled? Should rank, assignment, relationships or popularity affect how allegations are investigated or disciplined? This episode isn’t about declaring anyone guilty. It’s about examining the facts, understanding the rules and asking whether those rules are being **investigated and enforced consistently across the board**. But with that power comes responsibility—and when officers are given access to information the general public cannot access, accountability matters. FLOCK. User agreements.
