WEBVTT
00:00:04.639 -->
00:00:06.000I'm Richard Piet.
00:00:06.000 -->
00:00:09.199This is the BC City Connection Podcast.
00:00:09.199 -->
00:00:15.039We come to you twice a month from the City of Battle Creek, the official podcast from City Hall.
00:00:15.039 -->
00:00:26.480We dedicate some of these episodes to the focus of housing, the idea that more of us need a housing and affordably so in Battle Creek.
00:00:26.480 -->
00:00:29.839And really, this is not a Battle Creek exclusive issue.
00:00:29.839 -->
00:00:33.600This is something that's being dealt with statewide and nationwide.
00:00:33.600 -->
00:00:42.880But we take a moment anyway to talk about some of the solutions out there and talk with some of the experts who are here to try to help solve the issue.
00:00:42.880 -->
00:00:51.439Along with Darcy Schmidt from the City of Battle Creek, we're joined today by Chris Lussier, the new Battle Creek Housing Commission CEO.
00:00:51.439 -->
00:00:52.479Hello, Chris.
00:00:52.479 -->
00:00:53.439Hello, Richard.
00:00:53.439 -->
00:00:54.479It's good to be with you.
00:00:54.479 -->
00:00:57.119Congratulations on uh your new post.
00:00:57.119 -->
00:00:59.600Housing is not unfamiliar to you, right?
00:00:59.920 -->
00:01:00.079No.
00:01:00.079 -->
00:01:04.159So I have a housing background going back uh 20 years or so.
00:01:04.159 -->
00:01:15.519Previous to my position here uh at the housing commission, I worked for the Michigan State Housing Development Authority, and then for 17 years for the city of Battle Creek as well, doing housing work.
00:01:15.920 -->
00:01:23.040So what has been uh one of the most prominent observations you've made about just housing in general?
00:01:23.040 -->
00:01:28.079And as you come back into it, what stands out about the climate now?
00:01:28.480 -->
00:01:32.799Yeah, so I don't think it's uh surprised anyone that we're in the middle of a housing crisis.
00:01:32.799 -->
00:01:44.159And you know, when I was working for the state, uh it there was just the the governor laid out a plan to uh build 75,000 units across the state.
00:01:44.159 -->
00:01:53.599And then uh that that's the year that I started there, maybe three years ago, and then last year up that uh to well over a hundred thousand units across the state.
00:01:53.599 -->
00:02:05.200So there's a clearly a need for new units, uh also a variety of housing units, new development, uh, as well as preserving housing units.
00:02:05.200 -->
00:02:12.960Uh the state of Michigan has a lot of older housing supplies, so preserving those units is an important aspect as well.
00:02:12.960 -->
00:02:23.439And then just coming back to Battle Creek, I was away for three years and coming back, uh, I've been really excited to see how much new activity there is.
00:02:23.439 -->
00:02:30.719And that's nonprofit housing organizations that were doing work when I left, but they've increased the scope of their activities.
00:02:30.719 -->
00:02:36.319So new construction happening in neighborhoods where it wasn't happening when I when I was last here.
00:02:36.319 -->
00:02:49.120And then also a far more advanced housing ecosystem uh that's attracting developers to do larger new development projects within the city.
00:02:49.120 -->
00:02:50.479So that's super exciting.
00:02:50.479 -->
00:02:54.159Glad to see that kind of activity and excited to be a part of it.
00:02:54.479 -->
00:03:00.960Is that, do you suppose, a direct result of the state saying we need 100,000 more units?
00:03:00.960 -->
00:03:04.159And so this whole effort trickles down.
00:03:04.159 -->
00:03:06.159There's probably more to it than that, right?
00:03:06.560 -->
00:03:11.599Well, I definitely think it's a product of the times we live in and what we're experiencing with the economy.
00:03:11.599 -->
00:03:15.120So it's more than likely happening in a in a variety of places.
00:03:15.120 -->
00:03:22.960I would say before I left, there were a lot of there were efforts to uh create a more robust housing ecosystem in Battle Creek.
00:03:22.960 -->
00:03:26.719And that was happening in nonprofit housing organizations.
00:03:26.719 -->
00:03:34.879It was happening amongst builders, uh, it was happening with uh at the city of Battle Creek and BCU, uh, the Battle Creek Unlimited.
00:03:34.879 -->
00:03:38.879Uh so a lot of different stakeholders in that conversation were active.
00:03:38.879 -->
00:03:45.919The state shining a light on it and also contributing resources may have helped, but uh some of it's the marketplace.
00:03:45.919 -->
00:03:54.159As the market heats up, our markets change some, and it's made it more attractive to developers to come in and do some housing development.
00:03:54.159 -->
00:04:02.000And I think a lot of the stakeholders around the housing issue in Battle Creek have been taking advantage of that over the last couple of years and capitalizing on it.
00:04:02.000 -->
00:04:03.039So that's encouraging.
00:04:03.360 -->
00:04:05.919And Darcy, this is what the city's watching, right?
00:04:05.919 -->
00:04:14.000The idea that uh this challenge has to be managed, and the city's interested in knowing what those challenges are and how to handle it.
00:04:14.319 -->
00:04:14.800Exactly.
00:04:14.800 -->
00:04:24.079And that's that's the whole impetus to the housing strategy and working with all these organizations and people that are working toward getting more housing built.
00:04:24.079 -->
00:04:31.279Um, it's important that we find out what the obstacles are when they are trying to build housing and how can we help you with that?
00:04:31.600 -->
00:04:32.160Yeah.
00:04:32.160 -->
00:04:37.680So, Chris, how does the Battle Creek Housing Commission fit into all of this?
00:04:37.680 -->
00:04:38.639What's happening there?
00:04:39.040 -->
00:04:46.399The Battle Creek Housing Commission has been active in providing affordable housing opportunities for since the 1960s, really.
00:04:46.399 -->
00:04:55.360So uh they've been uh a a player in in helping families, uh close to a thousand families every year uh afford housing.
00:04:55.360 -->
00:04:57.519We operate two main programs.
00:04:57.519 -->
00:05:00.560One is we manage the housing vouchers.
00:05:00.560 -->
00:05:07.279Uh we can support anywhere from 600 to 800 families in a given year to make their rents affordable.
00:05:07.279 -->
00:05:11.600And then we also own and and operate public housing.
00:05:11.600 -->
00:05:21.680So about 320 units of housing largely benefits seniors, folks with disabilities, and and then our parkway location helps families with children.
00:05:22.000 -->
00:05:22.319Yeah.
00:05:22.319 -->
00:05:32.560What do you suppose as you're absorbing what's going on there in your early days here, what are you seeing as some of the challenges associated with that?
00:05:32.560 -->
00:05:34.959This can't be a hundred percent easy.
00:05:35.360 -->
00:05:39.040Well, I mean, there's a lot more need out there than we actually have units or support.
00:05:39.040 -->
00:05:40.560So that's that's obvious.
00:05:40.560 -->
00:05:44.399I mean, our our housing choice voucher program has a wait list.
00:05:44.399 -->
00:05:50.319We're currently helping folks that uh joined the wait list in 2024.
00:05:50.319 -->
00:05:51.920So there's incredible need.
00:05:51.920 -->
00:05:55.279Our housing developments, however, are are doing well.
00:05:55.279 -->
00:06:01.519They're they're an option option for folks if it there's seniors or folks with disabilities looking for assistance or families.
00:06:01.839 -->
00:06:06.800Yeah, this is an option that uh makes the difference for them entirely.
00:06:07.120 -->
00:06:08.079Yeah, absolutely.
00:06:08.079 -->
00:06:13.519Our housing's a little bit older, so one of the things we're looking to do is to make improvements.
00:06:13.519 -->
00:06:28.480Uh, and so the the housing commission here has positioned itself to do uh a larger redevelopment project of its units, and that's part of what uh attracted me to be a part of the job and this work was to come in and be a part of a project like that.
00:06:28.480 -->
00:06:44.639That's a significant undertaking where we will be accessing uh resources from the state and uh some some other resources to do uh a renovation of uh all 320 uh units of our housing inventory.
00:06:44.639 -->
00:06:46.079So looking forward to that.
00:06:46.480 -->
00:06:48.720I was about to make a little bit of a joke.
00:06:48.720 -->
00:06:53.680I I'm sure there's a bunch of money just sitting there waiting to be spent on all that, right, Chris?
00:06:53.680 -->
00:06:58.560But uh to some extent there is, but this it isn't that easy, of course.
00:06:58.959 -->
00:07:10.399No, it can be really challenging to get resources to redevelop or preserve affordable housing units that we currently have, or to go out and get the units built that could be very competitive going for those resources.
00:07:10.399 -->
00:07:15.920Housing commissions are actually in a pretty good place, though, when it comes to redeveloping their own properties.
00:07:15.920 -->
00:07:26.160Uh they can access resources that are a little less competitive, and so it makes it uh more likely that that we'll be able to secure those resources and get the project done.
00:07:26.240 -->
00:07:30.959So Darcy, I imagine the the city watches this, right?
00:07:30.959 -->
00:07:38.800I mean, these are resources, as we've noted, that um might be the only option for some folks.
00:07:38.800 -->
00:07:46.000And on a waiting list, waiting for renovations, let's say, the all these factors are something you're watching, right?
00:07:46.319 -->
00:07:47.600Yes, and absolutely.
00:07:47.600 -->
00:08:04.720Um, and Helen Guzzo, who is our current community development um uh supervisor, and Marcy Um Gillette, who was our former director in this division, um, have been an integral part of uh the housing commission.
00:08:04.720 -->
00:08:11.040So to connect the two entities and and be able to help on both ends, right?
00:08:11.040 -->
00:08:11.360Yeah.
00:08:11.360 -->
00:08:13.199And provide input.
00:08:13.199 -->
00:08:22.399So and uh Chris uh I'm sure was a big part of it when he was uh here at the city in one way or another as well.
00:08:22.800 -->
00:08:26.240Yeah, the uh lines of communication have to be open, don't they, Chris?
00:08:26.240 -->
00:08:31.680They uh you have to know from a a different perspective what the challenges are.
00:08:31.680 -->
00:08:35.279You can also deliver information on that too.
00:08:35.279 -->
00:08:37.679And so uh this is important.
00:08:38.080 -->
00:08:48.639Yeah, that's one of the things that's great about coming back to this improved housing ecosystem in Battle Creek, is that there are a lot of different folks doing interesting and exciting projects.
00:08:48.639 -->
00:08:55.600Uh they convene regularly to exchange ideas and and talk about how we can support each other.
00:08:55.600 -->
00:08:58.480Um, and it's turning into units being built.
00:08:58.480 -->
00:09:00.720So they're actually happening.
00:09:00.720 -->
00:09:06.240I just sat in a meeting earlier today with a group of those stakeholders in this housing discussion.
00:09:06.240 -->
00:09:11.440And I think when you have a housing crisis, nobody wants to hear about creating a housing ecosystem.
00:09:11.440 -->
00:09:13.679They want to hear about units getting built.
00:09:13.679 -->
00:09:16.320And I think it's encouraging that both are happening.
00:09:16.320 -->
00:09:17.360So yeah.
00:09:17.600 -->
00:09:22.639Help us understand the process that folks who come to the commission go through.
00:09:22.639 -->
00:09:27.919You mentioned a waiting list, but once they get to the top of that list, now the ball is rolling.
00:09:28.240 -->
00:09:28.480Yeah.
00:09:28.480 -->
00:09:31.679So they'll they'll go through uh an application process.
00:09:31.679 -->
00:09:35.279Once they get on the wait list, then they'll be invited to make application.
00:09:35.279 -->
00:09:39.600They'll provide their application and it's reviewed by our team.
00:09:39.600 -->
00:09:41.120And then a decision's made.
00:09:41.120 -->
00:09:45.279Usually they'll get an opportunity once once they've been determined eligible.
00:09:45.279 -->
00:09:50.240Uh there are income requirements and some other requirements that they'll have to meet.
00:09:50.240 -->
00:09:55.679And then they'll get an opportunity to tour the available unit or units and make a choice.
00:09:55.679 -->
00:09:59.360And then we we uh we get the ball rolling and get them housed.
00:09:59.360 -->
00:10:01.360And that's happening every day.
00:10:01.360 -->
00:10:06.080Uh unfortunately, folks do often have uh, you know, a wait for a little bit of time.
00:10:06.080 -->
00:10:10.639But it's a great, it's a great assist for folks that need to come up with a solution long term.
00:10:10.639 -->
00:10:14.639They oftentimes they're working towards this opportunity.
00:10:14.639 -->
00:10:23.759They've figured out some solution that's gonna help them in the short term, and then this is a way to have long-term affordability or longer-term affordability.
00:10:24.240 -->
00:10:28.480Is it the intent that folks stay there as long as they need to?
00:10:28.480 -->
00:10:34.399They renew their leases uh and they're there, which explains right the the waiting list.
00:10:34.720 -->
00:10:50.240Yeah, I mean, on average, folks are and I I don't have all these numbers at my fingertips, but I I was interested to find out uh as I've been getting acclimated to this new position, that the average stay is just a few years for folks that receive this benefit.
00:10:50.240 -->
00:10:59.919So certainly a lot of folks are uh staying in this housing, getting stabilized, and as their situation improves, they're moving on and doing something else.
00:10:59.919 -->
00:11:03.600That's that's actually happening on a pretty regular basis, and that's kind of the norm.
00:11:03.600 -->
00:11:06.159But for some folks, it is a long-term option.
00:11:06.159 -->
00:11:17.759And that could be uh seniors on a fixed income or folks uh dealing with a disability or some someone else who's in a situation that isn't likely to change uh dramatically uh over the long term.
00:11:17.759 -->
00:11:21.600This can be a longer-term option for some families or or individuals.
00:11:21.679 -->
00:11:25.600Aaron Powell You talked about renovating the units that exist.
00:11:25.600 -->
00:11:29.120Is there a a vision that you could build more?
00:11:29.519 -->
00:11:36.639I think the the Battle Creek Housing Commission board does want to see the housing commission be involved in creating new housing.
00:11:36.639 -->
00:11:44.159And it may not be the same kind of public housing that we've had in the past, but we could be involved in helping to develop the units.
00:11:44.159 -->
00:11:45.919And to some extent, that's already happening.
00:11:45.919 -->
00:11:52.240So the Battle Creek Housing Commission can do things like uh commit some of their vouchers to a new development.
00:11:52.240 -->
00:11:59.279So you have a developer coming in, they're gonna build some new housing, and we can strengthen their ability to secure other resources.
00:11:59.279 -->
00:12:07.039We can help them with uh uh it basically creates a revenue stream for them uh to have these subsidies uh for the families.
00:12:07.039 -->
00:12:15.519And that's a way that we can support new developments, and that's something we're actively engaged in uh with a couple of proposed developments now.
00:12:15.519 -->
00:12:26.240So and then I think our board does envision us getting involved more directly in helping to uh fund some projects or be co-developer on projects.
00:12:26.240 -->
00:12:28.960So I expect we'll be getting into that in the future.
00:12:29.279 -->
00:12:31.440Yeah, that certainly would be interesting.
00:12:31.440 -->
00:12:34.960Do you have connections with landlords?
00:12:35.279 -->
00:12:36.240Uh we certainly do.
00:12:36.240 -->
00:12:37.759So it's on our website.
00:12:37.759 -->
00:12:44.080If someone goes to the the website, you'll see a list of landlords that participate uh with our programs regularly.
00:12:44.080 -->
00:12:49.120So they're housing uh families that we're supporting and we interact with them regularly.
00:12:49.519 -->
00:13:00.240If there's a landlord listening and and they're saying, you know, uh maybe I ought to have this connection, maybe my property will be occupied more consistently.
00:13:00.240 -->
00:13:02.559Can they just call you up and talk to you about it?
00:13:02.799 -->
00:13:03.679Yeah, absolutely.
00:13:03.679 -->
00:13:07.759We would love to hear from landlords if they want to participate or be more involved.
00:13:08.000 -->
00:13:17.759Uh battlecreekhousing.org is the website, by the way, and we'll put the link in the show notes so uh folks can click through if they uh want to.
00:13:17.759 -->
00:13:21.200Uh, there's also a section on your website about homeownership.
00:13:21.200 -->
00:13:29.279Do you generally speaking try to help some people who might be interested in becoming homeowners to recognize that path?
00:13:29.600 -->
00:13:33.200Well, I think it's an interesting opportunity for us at the Battle Creek Housing Commission.
00:13:33.200 -->
00:13:40.000We have families, like we talked about a second ago, families that do well in our housing and move on to other opportunities.
00:13:40.000 -->
00:13:46.399And it's certainly an area where we can help folks move towards homeownership if that's something they want they want to pursue.
00:13:46.399 -->
00:13:49.519And our homeownership program is relatively small now.
00:13:49.519 -->
00:13:53.679That's largely the result of the Battle Creek Housing Commission's success.
00:13:53.679 -->
00:14:05.279They built hundreds of homes throughout the city of Battle Creek, modest sized housing that folks went through that program, were able to become homeowners and have since purchased their homes.
00:14:05.279 -->
00:14:12.399Oftentimes they'll rent them for a period of time, part of their payment gets set aside to go towards purchasing the home.
00:14:12.399 -->
00:14:18.399Most of those homes have sold, and we have a few that are still out there, have families in them.
00:14:18.399 -->
00:14:28.000Occasionally one of them comes available if a family decides not to complete the purchase, so we're able to offer that for sale to a lower moderate income family.
00:14:28.000 -->
00:14:30.320Um and maybe we do some of that in the future.
00:14:30.320 -->
00:14:32.320I would say, you know, that's certainly a possibility.
00:14:32.320 -->
00:14:33.759There's been discussion about that.
00:14:33.759 -->
00:14:44.639Um, but I also would note that there are lots of other really good organizations in town that are creating new homeownership opportunities that didn't exist when we first started this program in the 90s.
00:14:44.879 -->
00:14:47.519Yeah, that's another way the landscape has changed a little.
00:14:47.840 -->
00:14:48.320That's right.
00:14:48.320 -->
00:15:03.120And maybe for us it would just be, you know, maybe it's a partnership, maybe that we're helping to supply, uh, you know, helping to connect families that are doing well in our housing and ready to move on to the next opportunity with those nonprofit partners or other opportunities.
00:15:03.120 -->
00:15:03.840So we'll see.
00:15:04.080 -->
00:15:04.240Yeah.
00:15:04.320 -->
00:15:09.440And Darcy, the city is uh probably happy to bring all these players to the table.
00:15:09.759 -->
00:15:10.320Absolutely.
00:15:10.320 -->
00:15:15.679And like I said, um, we want to know how we can help them make things happen as well.
00:15:16.000 -->
00:15:16.320Yeah.
00:15:16.320 -->
00:15:17.039All right.
00:15:17.039 -->
00:15:24.879Well, a terrific uh opportunity to connect uh in uh the way of housing with the Battle Creek Housing Commission.
