Carla Dawn Qualtrough (; born October 15, 1971) is a Canadian politician and former Paralympic swimmer who is the minister of employment, workforce development and disability inclusion. She was first elected as a member of Parliament (MP) in the House of Commons of Canada to represent the federal electoral district of Delta during the 2015 federal election. Qualtrough was re-elected in 2019.
